History:
The Literacy Council began operation over fifty years ago and provided services under different names. From 1970 to 1980 the Literacy Council was known as Tutors in Literacy Education, a grassroots organization made up of volunteer tutors dedicated to helping adults become literate in the English language. In 1981 the name changed to the Wenatchee Valley Literacy Council. Throughout its history, the Literacy Council has been affiliated with Wenatchee Valley College. The Literacy Council has served thousands of students many of them farmworkers. In 2005, it became a program of Chelan-Douglas Community Action Council (CDCAC) and moved to the Learning Center building at the Wenatchee Community Center. In 2008, to better reflect its potential for outreach and services, the name of the organization was changed to the Literacy Council of Chelan and Douglas Counties. The Literacy Council is a program of a 501(c)(3) nonprofit organization. As of 2020, we are now located at Chelan-Douglas Community Action Council's office at 620 Lewis St.
Our Mission:
The mission of the Literacy Council of Chelan and Douglas Counties (LCCDC) is to actively promote literacy awareness in our community and provide direct tutoring instruction in reading, writing, listening, speaking, and life skills to motivated adult learners in Chelan and Douglas Counties.

Our Primary Goals:
- INFORM the community about literacy and how LCCDC helps
- RECRUIT students, volunteer tutors, and financial supporters
- PROVIDE first-rate literacy instruction tailored to individual and community need
Our Guiding Principles:
- We believe that all adult learners in our programs are entitled:
- To be treated with respect and understanding;
- To set their own goals;
- To expect confidentiality; and
- To have reasonable preferences regarding learning styles, learning materials, learning environment, and instructional styles.
We believe that it is the responsibility of all adult learners in our programs:
- To make a commitment to learning;
- To work diligently with their tutor to set and achieve goals;
- To notify the appropriate person in a timely manner if unable to attend a tutoring session; and
- To agree to be evaluated as needed.
We believe that all volunteer tutors in our programs are entitled:
- To be appropriately matched with motivated adult learners;
- To receive ongoing support services and assistance with tutoring;
- To be treated as co-workers with respect for their time and effort, and;
- To be recognized for their contributions.
We believe that it is the responsibility of all volunteer-tutors in our programs:
- To make a commitment to the Literacy Program and to abide by the terms of that commitment;
- To notify the appropriate person if they can’t keep a tutoring session or if there are any changes to their tutoring format or schedule;
- To understand and respect their students’ confidentiality and time commitments, and;
- To be willing to learn by completing an initial tutor training and by participating in on-going tutor trainings or in-services.
We believe that all Advisory Board Members are entitled:
- To be treated as essential elements of the organization with respect for their time and effort, and;
- To be recognized for their contributions.
We believe that it is the responsibility of all Advisory Board Members:
- To make a commitment to and act in the best interests of the Literacy Council;
- To attend monthly Advisory Board Meetings and actively engage in ad hoc or standing committees as needed;
- To actively promote and positively represent the Literacy Council within the Chelan and Douglas Counties area; and,
- To avoid conflict of interest regarding the interests of the Literacy Council and the interests of the Advisory Board Members.
